As you all know, we are expanding from 12 to 14 teams for the 2013 season. To do this, it is necessary to hold an expansion draft, so that the new teams can have a chance to make an immediate impact. Here is an outline of how this expansion draft will work:
• On January 30, each of the 12 existing DL teams will need to submit a list of 12 currently rostered players that they wish to protect from the expansion teams’ selection.
• This can be any 12 players – extended players, minor leaguers, etc. There is no salary cap for these selections.
• On February 11 at 7pm pacific time, the Expansion draft will begin. This draft will last 12 rounds, unless both teams pass, at which point the draft will be over.
• When an expansion team makes a selection, the team from which the player was selected will then be able to protect TWO additional players.
• No more than THREE players can be selected from any one existing DL team. Once a team has had three players selected from their roster, all remaining rostered players are considered protected.
This will be a modified slow-draft. I would like to get as much of it done as possible on Feb 11, but I realize with teams needing to protect additional players as we go it will likely be impossible to finish in one night. To speed the process along a bit, I would like each existing DL team to submit to me a list of at least three additional players to protect, in order of preference, so that if a player is selected from your team I can announce your next two protected players and the draft can proceed along. This will guard against the draft stalling out after the first selection. If a player is selected from your team and I have no more protected players, the draft will pause at the next point where one of the expansion teams is interested in one of the team in questions’ players – and that team will have 12 hours from that point to announce their next protections.
I strongly urge every DL owner to be online or close to their computer while the expansion draft is taking place, so that we can get through it with as little issue as possible.

Good point made by Joe - just because you protect a player in the expansion draft, you are in no way obligated to keep that player as a keeper. You can protect players you want to later trade, or protect players you wish to drop and try to re-draft. Also, salaries do not matter as far as protecting players. You can protect twelve $35 players if you want.

Teams that extend a "0" contract can expose them to the expansion draft. You are not obligated to protect them, but you are still required to keep them if they are not selected.

Chris - I had mentioned the below in another post, but have copied back down below as part of this thread (where it belongs):
In terms of the expansion draft and schedule, inevitably there will be a few owners that are not participating/following (especially since we are simply watching to see who we lost). In addition, once a 12 hour delay occurs, a good portion of the players that may have been following on February 11 will stop following regularly (leading to more 12 hour delays).
In order to keep the draft going, I would propose that all owners submit the 12 they are protecting followed by a list of at least 8 players in order of preferred protection. Maybe there could be an allowance for some simple instruction based on whether a H or P is drafted, but keep it simple - and faster.
Alternatively (or in addition), is there anyway that someone (I assume the site cannot do it), would either e-mail the league after each pick or e-mail each team owner whenever one of their team is expansion drafted. The simple prod of an e-mail would increase my reaction time (especially if I had to log off and was not intending to log back in for awhile). Just an idea.

I like the first suggestion, and I think it would be fair to all, including the expansion teams. I would love to be able to finish this in one night, two at most, and this is probably the only way to accomplish that. I'll put it out there for those that don't follow this board to submit a second list of players to protect after the first 12.
I can definitely send out an email every few picks, or post on the CBS message board - which will auto-generate an email anyway. I will also post everything in this thread - who is picked and who the additional protections are.

whatever is decided I will comply to speed this up I think I will require all teams to submit a list, but also allow those who would like to be online at the time overrride their list if they chose to make changes as the selections come off the board.

I agree - it speeds it up and allows for someone to change list (quickly) if they are following.
One other question on schedule - is the season already open for trading? I could see a scenario where a team would want to make a trade prior to announcing protected players (in order to get some value out of the 13th or 14th player that would be unprotected). I think CBS is now setup to allow trading picks also (which should be much simpler than last year).

As a new owner I hate to be the bad guy but I believe both expansion teams would be more benefited if only 10 keepers were kept before expansion instead of 12? Just sayin I know you guys have worked hard on these contracts but I believe I can not contend with what may or may not be available to expansion.....

Just sayin I know you guys have worked hard on these contracts but I believe I can not contend with what may or may not be available to expansion..... you'll be fine. many of the keepers turn out to be worthless. nothing will ever be more important that having a good draft.

Chris - Since the date for the $5 post-2012 extensions has passed, any updates on who was extended by each team? As noted, these are required keepers (by either the extnding team or the expansion team if picked up). Thanks.

All rosters are updated to reflect the extended players, with the exception of Chicago - who has a new owner.
Aaron, of Fort Wayne, has informed me of his intentions to pass on the expansion draft and build his team from the ground up in the draft. So Tom will be able to make his picks, should he choose to do so, all in one sitting (Hopefully).
Also - I believe it makes the most sense that trades not open until after the expansion draft, as it would just complicate the roster situation. The only exception would be pick-for-pick trades that do not involve a player. I see no issue with those taking place.

That's a good point, Kenny, and definitely something I would be willing to agree to.
Also, the sooner I get everyone's protected lists, the sooner we can get the expansion draft done and open up trades...

The two max rule per team seems reasonable given only 1 expansion team drafting.
In terms of trades, I assume that you are reversing the Brewers/Hops trade before the expansion draft. I am interested to see if Joe will be protecting the players involved.

Chris - As you noted on the website this morning, today the protected lists are due for each team. (12 players plus 8 more to expans the list when players are picked).
I had 2 questions that are on the CBS site, but I know those get lost very quickly (or so long that they are forgotten). That said, I am reposting them here.
2 questions: 1. On the ProBoards, some one asked if the maximum drafted per team would change based on a single expansion team drafting. Any decision? 2. Will the current owners get to see the protected lists from the other teams?
