The Denny’s League Constitution
Rev: 01/2014
Article 1. Governance
A. The Denny's League is governed by a single commissioner, Chris King. The Commissioner has ultimate authority in all areas; including the veto or change of any rule appearing in this Constitution. The Denny's League also has an Vice Commissioner, Kenny Stancil. Should Chris be unavailable, the Vice Commissioner may make any ruling necessary.
B. There is a three person committee, who shall act as rule enforcement and step in with any ruling or clarification of rules that may be necessary should the commissioner and assistant commissioner be unavailable. The members of this committee are Joe Molinaro, Doug Lew, and Mike Fendrick. The committee is nicknamed "The Bullpen."
C. The commissioner will rule on any disputes regarding this league. Once ruled on, there is no appeals process. Their decision is final. In the event the commissioner is split or involved in an issue, the assistant commissioner will decide on the matter.
D. Any owner not actively participating in the league will be expelled. No refunds or prize money will be awarded to this person in such a case.
E. The rules in this Constitution take precedent over any other Fantasy Baseball rules.
Article 2. Object
A. To assemble a lineup of 35 baseball players (22 of which are active, 8 that are reserves, and 5 that are minor leaguers) whose cumulative statistics during the regular Major League baseball season, compiled & measured as described in this Constitution, exceed those of whichever teams you are matched up against on a week-to-week basis.
Article 3. League Dues
A. There is a league due of $55 per season, which is due no later than Opening Day of the Major League Baseball season.
B. If a team has not paid in full by Opening Day, and has not made payment arrangements with the commissioner, their team will be locked and they will be unable to make roster moves until payment has been received.
C. If a team remains unpaid on April 30th, it will be assumed that they do not want to continue as a member of the league, and a replacement owner will be sought.
Article 4. Teams
A. Fourteen teams comprise The Denny's League.
B. The teams are broken up into two separate divisions, East and West. There are seven teams in each of these two divisions.
C. A team is non-transferable without prior league approval.
D. A team may have equal partners, provided either owner will have the full right of roster moves and trades without consent of the other partner(s).
E. All teams must be named following the location-mascot format.
Article 5. MLB Roster
A. Each teams' active roster consists of the following 22 players:
1 first baseman (1B)
1 second baseman (2B)
1 third baseman (3B)
1 shortstop (SS)
2 catchers (C)
1 corner infielder (1B or 3B)
1 middle infielder (2B or SS)
1 each leftfielder (LF), centerfielder (CF), rightfielder (RF)
2 outfielders (OF)
1 utility hitter (DH)
4 starting pitchers (SP)
4 relief pitchers (RP)
B. Each teams reserve roster consists of 8 Major League or Minor League players who may play any position.
C. Teams are allowed to place players who are on the MLB disabled list (15 or 7 day) into injured status, and the player will not count against the positional limits while injured. There is no limit on the number of players who are placed on the injured reserve – so long as they are on the MLB disabled list.
D. Once a player returns to his Major League roster from the DL, the player should immediately be put into his Denny’s League teams reserve or active roster. Failure to do so within three days of his Major League activation will result in the player placed into your reserves by the commissioner. An illegal roster will be caused, and zero points will be accrued until a corresponding move is made to legalize your roster.
E. The injured reserve cannot be utilized for players who are suspended, placed on bereavement, or on any other temporary leave.
Article 6. Minor League Roster
A. Each team will keep a roster of no more than 5 minor league players, who must be acquired either during the minor league draft, or demoted from the MLB while on a Denny's League roster. Minors players will not count against any positional or roster requirements as far as illegal lineups are concerned.
B. A minors player is not required to be promoted from the minors roster until the beginning of the season after MLB rookie status was exhausted (“M” is dropped from contract). If a minors player is promoted to the MLB, he may be left on a Denny's League minors roster until the owner chooses to promote him, so long as he is a "M" designated minor leaguer. If a player that is not an "M" designated minor leaguer is promoted to MLB, he must be promoted in Denny's League as well. If a player who has been promoted is sent down by his MLB team, he may be placed back on the minor league roster.
C. Trading of minor leaguers is allowed.
D. It is permissible to draft or acquire on waivers a minor leaguer. In this case, the player will be designated as a FA without minors status for contract purposes. The owner can either assign the player to one of the 5 minor league slots (if there is an opening) or to the team’s MLB roster
Article 7. Position Eligibility
A. A player may be assigned to any position in which he either (a) appeared in 10 or more games in the previous season, or (b) the primary position listed by CBS. If a player did not appear in 10 or more games at a single position in the previous season, he may be drafted and assigned only to that position in which he appeared most frequently. Once the current season begins, a player may be assigned to any position in which he appears in at least ten (10) games.
B. If the DH was the only position the player had appeared in the previous season, or if the player has never appeared in a MLB game, that player may only be assigned your DH position until he meets the minimum games played requirement for the current season.
C. Pitchers' position eligibility is as follows: Starting Pitchers must have made 10 starts during the previous season or 5 starts during the current season. Relief Pitchers must have made 10 relief appearances during either the previous or current season.
D. If a player was out of the MLB during the previous season(s) his last active MLB season will be used for position eligibility purposes.
E. Games played totals are per season, and are not combined with another year. IE: If Tony Phillips played 9 games at SS in 1992 and during the current year had played 9 more games at SS, he still would not be an eligible SS on your roster.
Article 8. Statistics
A. The daily player-performance summaries and weekly head-to-head matchup (Monday thru Sunday) results at tdlfb.baseball.sportsline.com/ constitute the official database for the computation of standings and statistics.
B. Any pitcher who bats in a major league game will not have his hitting stats count for the Denny’s League team in which he is active for.
C. Teams 22 active players can accumulate stats in the following ways:

Article 9. Regular Season
A. The regular seasons consists of 44 games (aka match-ups) played out in 21 weeks of the MLB regular season.
B. Each week, every team will go up against 2 opponents. During weeks 10 and 11, each team will have 3 matchups.
C. A teams points accrued for a weeks’ time is compared against both teams that they are playing, and the team that has the highest point total wins the match-up.
D. The tie breaker for a week is team ERA. If two teams end up with the same point total at the end of a week, their pitchers for that entire week will have their total ERA’s calculated and the team which has the lowest ERA will get the win.
E. If there is a tie in the standings, the teams will be compared in the following (in order) to break the tie: head to head record; division record; total points; opponent record.
F. These games will determine the team’s records, and therefore determine the league standings.
G. Roster moves may be made daily, although the total points accrued for all players while on the active roster goes towards the weekly total.
Article 10. Playoffs
A. Six teams shall play in the season ending playoff tournament each year, beginning in week 22.
B. Those teams will be comprised of the two division champions from the East and West divisions, and four Wild Card teams - the four teams with the best records that were not division champions (Ties are subject to tie breaker rules outlined in Article 9.E)
C. The first round will consist of the four Wild Card teams playing, while the two division winners have a bye. The wild card team with the best record will play that with the worst, and the wild card teams with the second and third best records will play each other.
D. The two winners of the wild card matchups will play the division winners in week 23. The wild card round winner with the better record will play the division winner with the lesser record. The wild card round winner with the lesser regular season record will play the division winner with the better record.
E. The two winners of the second round matchup will then play each other in a best-of-3 week series, called the Denny’s League Championship Series (DLCS), which consists of 3 separate matchups lasting one week each.
F. The two losers of the second round match-up will play each other in a best of 3-week consolation match to determine the 3rd and 4th place winners.
G. The two losers of the first round matchup will play a best of 3-week consolation match to determine 5th and 6th place winners and seeding for the next years’ draft.
H. The eight teams that do not make the playoffs will all play a standard eight team tournament beginning in week 22. The order of finish in this tournament will be used to determine the draft order for the following season. First place receives the #1 pick; second place gets #2, etc. The last place finished in this tournament will pick 9th, one spot behind the team that finishes in 5th place.
I. In the event of a tie for a playoff spot, regular season head-to-head results will be used to break the tie. If the teams split their matchups evenly, the second tie-breaker will be total points. If still tied, divisional record would be used.
Article 11. MLB Draft
A. A draft will be conducted on a Saturday prior to the start of the MLB regular season. The draft will be conducted online, via the "Live Draft" option on the Denny's League website on CBS Sportsline.com. The draft will continue until all 30 rounds are completed. This usually takes about 3 hours, so plan accordingly.
B. The draft order is determined based on the previous season’s results. The league champion will pick 14th, runner-up 13th, third place team 12th, fourth place 11th, the loser of the 5th/6th place matchup 10th, and the winner of that matchup 8th. Picks 1-8 will be determined through the results of the prior seasons #1 pick (consolation) tournament, with the last place finisher in the consolation tourney picking 9th, behind the winner of the 5th/6th matchup. The official bracket for the consolation tournament, complete with seeding, can be found on ProBoards under the “Draft” subtopic.
C. The MLB draft will run for 30 rounds, and is a "snake draft" meaning that every other round, the pick order reverses.
D. In case you are unable to attend the draft, CBS has a feature on the website that allows you to pre-rank players. Then, when you're pick is up, CBS will automatically select the next player on your list. Even if you are sure you will be present for the draft, it is highly advised that you pre-rank your players, in case of any abnormal occurrences such as your internet going down.
E. There is a ninety-second (1.5 minute) time limit to make a selection during the live portion of the draft. If at the end of 1.5 minutes you have not selected, CBS will automatically select the next player on your pre-ranked list. Therefore it is important that even if you are going to attend the draft that you still make a pre-rank list on the site.
F. Another option that CBS has is that you may rank a few players that you would like for your next pick, and CBS will automatically choose the top player still available for you. In other words, if in the middle of round 10 you need to leave for 10 minutes, and your pick is due up in 5 picks, you can make a quick list on the site of a few guys you want with that next pick, and if you aren't back yet CBS will choose whoever is left in the order you listed them.
G. If you do not make a pick before you 90 second clock is depleted, CBS will automatically place your team on autopick, where it will remain until you deselect the option in the draft room.
H. Trading of MLB draft picks is allowed, and may be done so one season in advance. During the regular season, traded draft picks will be recorded on the Denny’s League Forum under the Trades board.
Article 12. Minor League Draft
A. At the conclusion of the 30 round MLB draft, a 5 round Minor League Draft will be held.
B. This draft will be conducted over the course of five days as a slow-draft, with one round being held each day by email. Each team participating in that days’ round will email a list of picks to the commissioner, and the highest available player on that list will be slotted into that team’s pick.
C. To be eligible to be picked in this draft, a player must maintain MLB rookie status (less than 130ab, 50ip).
D. Minor Leaguers may still be drafted during the standard portion of the Denny's League draft. Those players drafted must be kept either in reserves or active, regardless of rookie status. Their contracts will also fall under the same rules as all other players drafted during the 30-round draft.
E. Draft order or the Minors Draft will ALWAYS be in reverse order of the final regular season standings to determine picks 1-8, and in reverse order of playoff finish for picks 9-14.
F. If a team does not participate in the minor league draft, they will be moved to the end of the current round, and when their turn comes up they will be given the 10th highest rated prospect available on the published list of the commissioner’s choice (Most likely the Baseball America top 100).
G. Trading of Minor League Draft picks is not allowed.
Article 13. Player Point Value (aka Salary)
A. The point value of a player is determined by the round that he is drafted in, and does not change unless he is released and clears waivers. (If a player is traded, or claimed on waivers, his salary and contract will carry forward to his new team)
B.. A player who is picked in the first round of the major league portion of the draft shall have a point value of 35 points. A player drafted in the second round is worth 34, and so on down to the 30th round, in which a player drafted in that round is worth 6 points.
C. Salaries for players selected in the Minors Draft will be as follows:
• 1st round pick: 5 points
• 2nd round pick: 4 points
• 3rd round pick: 3 points
• 4th round pick: 2 points
• 5th round pick: 1 point
D. Any player who is picked up from the Free Agent Pool shall have a value of 10 points.
E. From the conclusion of the draft up until the list of keepers is due for the following season, there is no minimum or maximum amount of points/dollars required on a roster.
Article 14. Contracts
A. Every player acquired during the MLB Draft shall have a contract of 2 years. This 2 year contract includes the current season in which the player has been drafted.
-->IE: If Lou Whitaker is drafted in the 2005 MLB draft, he receives a 2 year contract. This covers the 2005 and 2006 seasons. At the end of the 2006 season, unless otherwise extended, his contract will expire and he will be dropped back into the draft pool.
B. Each player selected in the Minors Draft will have a contract of 4 years (4M [M denotes minor league player]). A minors players’ contract ages just as an MLB contract does, although once a minors player loses rookie eligibility, the “M” is dropped from his contract.
C. Players acquired by a free agent add shall have a contract of "FA", which is equal to a contract of 2 years. Free agents who are added prior to the postseason cutoff may be kept for 1 future season at a salary of $10. Free agents are able to be extended prior to the next season as detailed in article 15.
Article 15. Contract Extensions
A. You may extend the contract of any player on your roster who has 1 year remaining on his current contract, or was a free agent add during the previous regular season and remained on your final roster at years end (has a contract status of "FA"), prior to (or in the same email as) announcing keepers for that year's draft.
B. You may extend a player a maximum of 2 years, which are added onto his current contract, at a cost of 3 points per extended season.
C. A player may only have his contract extended ONE time, and any player who has been extended will have his contract years remaining denoted with an asterisk “ * “on the CBS team page.
D. An extended player’s new point value is the one that will be used to determine draft pick compensation.
E. An example of this is: Albert Pujols has a 20 point salary, and 1 year left on his current contract. I want to extend him for 2 more years. His salary is now 26, and his contract would now be 3*. His current salary of 26 is used to determine that a 10th round pick is forfeited, as opposed to a 16th round pick if his salary was still 20.
F. If the extended salary is higher than 35 that is ok, he will just cost a 1st round pick to keep, even if his salary goes up to 41.
G. You may extend a player whose contract has expired (Has a 0 contract) at years’ end – assuming he has not previously been extended. The rate for this extension is $5 per year, with a maximum of two years. This extension will be denoted with a “ ^ “. Any player who is extended with this method must remain on the extending team’s roster until opening day of the following season.
Article 16. Keepers
A. Teams are allowed to keep any number of Major League players for the next season, so long as the following guidelines are met:
1. The cumulative Point Value (Salary) of all players being kept does not exceed 250 (for the 2014 season. A salary cap reduction is currently under review for future seasons).
2. A player may not be kept for more than 2 consecutive years, counting the year in which they were drafted (This rule does not come into play if a player has his contract extended, as outlined in Article 12).
3. A team has enough eligible draft picks to keep the players they wish to keep (As will be outlined in Sect. IV).
B. Any minor leaguer who has a "M" contract (only obtainable by being drafted in a prior years' minorss draft) and maintains his rookie eligibility may be kept for the next season as a minor league keeper, without a penalty against the MLB keeper cap. There is no minor league keeper cap.
C. No more than 5 rookie-eligible players may be kept as minor league keepers.
D. Post season extensions (i.e. $5 per year) will be due to Commish no later than a to-be-determined date between January 31st and February 14th. Failure to provide a keeper list will result in all 0 year contract players being dropped. All players receiving a post season extension will be required to remain on the extending team’s roster until Opening Day of the next MLB season (regardless of injury, suspensions, or MLB contract status).
E. All other keepers (regular $3 per year as well as minor league keepers with an M in their contract) will be due to the Commish no later than one week prior to the draft (CHOOSE A DATE) to allow for setup of the league. Keepers from each team will be made public at least 5 days prior to the draft.
F. Failure to provide a list of keepers may be considered as abandoning the team and the Commish may, at his discretion, find a replacement owner for the team. For every day a keeper list is late (assuming the Commish does not revoke ownership), one draft pick will be forfeited for each day late starting with the last available pick and working up to higher picks.
Article 17. Draft Picks Forfeited for Keepers
A. Owners shall forfeit draft picks in the following season’s major league or minor league portion of the draft in exchange for keeping players from the previous season.
B. If a player with a Point Value (Salary) of 35 is kept, the owner will forfeit their 1st round pick. If a player worth 34 is kept, the owner will forfeit their 2nd round pick, and so on, down to a player worth 6 points, which would forfeit the 30th round pick. Any players with a salary of less than 6 (IE: minor league draftee being kept on the MLB roster) would forfeit the lowest available draft pick.
C. If an owner chooses to keep two or more players who possess the same value, the owner would then forfeit the next lowest eligible pick(s).
IE- Owner A decides to keep two players who have a value of 30. The owner would then forfeit their 6th round pick, as well as the next available pick. This may be a 7th round pick, but could possibly be lower if the owner is also keeping a player worth 29 points.
D. If an owner has traded a draft pick that is tied to the value of one of his requested keepers, the next lower eligible pick would then be forfeited.
--> IE- An owner wants to keep a 35 point player, but had previously traded his first round draft pick. The next unaccounted for draft pick would then be forfeited.
E. The next higher draft pick may be forfeited by keeping multiple players with the same value under the following circumstance:
1. The owner does not possess a lower eligible draft pick.
--> IE- An owner keeps 3 players that are worth 7 points. Since the draft pick worth 7 points (29th round) would be used as well as the next lower pick, there would be none remaining for the 3rd player being kept. It would then be necessary to forfeit the next highest available pick (28th round or higher).
F. An owner may only keep as many players as they have draft picks. If an owner has traded away 10 draft picks for the next year’s draft, then the maximum amount of players that could be kept would be 20.
G. Players who are kept as minors keepers also require the forfeiture of draft picks from the five-round minors draft, following the format outlined above.
Article 18. Trading
A. Trading is allowed at any time throughout the calendar year, except between August 3rd and the final out of the Major League regular season.
B. All trading deadlines are considered to be Midnight PST.
C. A trade that causes an illegal roster is allowed. The illegal roster must be made legal by the lineup deadline for the next day, or else your team will score zero points for that day.
D. Any injury, suspension, or trade (as in a trade in real baseball that just happened) must be disclosed before a trade is made in the Denny's League. Any failure to voluntarily give this information before trading an effected player shall render the trade null and void at the sole discretion of the owner who is receiving the affected player(s). Any other information, such as playing time, mental attitude, etc…need not be given.
E. All terms of a trade are to be announced at the time of the trade. Absolutely no cash, favors, future considerations, or players to be named later are allowed.
F. A trade becomes official when it is mutually accepted thru the trading option on the CBS Sportsline website.
G. All in-season trades are subject to a 24 hour voting period. During this period, if 4 or more Denny's League owners object to the trade, it will then be brought to the commissioner for approval.
H. All off-season trades, as well as trades made on deadline day (August 3rd) will be immediately processed by CBS. If, after the announcement of the trade, an issue is brought forth by another member of the league, the commissioner will review the trade for fairness and may consult the ‘Pen on the issue as well.
I. Any owners guilty of collusion shall be expelled from the league.
J. Three and four team trades are allowed, but must be run through me since CBS does not have an option to make more than two-team trades. All owners involved must email me the details of the trade and confirm that they agree to make said trade. I will then manually adjust the rosters immediately upon receipt of emails from all parties involved, and send out a league email explaining the particulars.
K. Teams are allowed to trade draft picks for the following season’s MLB draft, but not for any draft picks for future MLB drafts. IE: An owner may not trade a 2012 draft pick during the 2009 season. An email MUST be sent to the commissioner detailing any trade that involves future draft picks (This is not necessary for preseason trades, as CBS allows draft picks to be traded through their website for the upcoming season).
L. Trading of draft picks for the Minors Draft is not allowed.
M. At the discretion of the Commish, a trade may be reversed if an Owner indicates that a trade was inadvertently accepted due to user or website error. As part of this, any evidence available (especially responses in the trade acceptance) will be considered. Notification must be emailed to the commish within 12 hours of the acceptance of the trade.
Article 19. Adds, Drops, Waivers
A. Any MLB player who is not on a current Denny's League roster is available to be added to a roster via the free agent wire. Minor Leaguers and non-professional players are ineligible to be added to a Denny's League roster, until they have appeared in one MLB game after their activation. This also covers former MLB players who are currently in the minors.
B. Any player who is released by a Denny's League team will be added to the waivers pool, and a claim may be submitted, but waivers will not process for two days following his release.
If a player is claimed on waivers, the players’ previous salary and contract will carry forward to the claiming team. Ex: Albert Pujols is dropped by Everett as a 35/1 player, and claimed by Hanover prior to clearing waivers, then Pujols becomes Hanover’s player at 35/1. If Pujols cleared waivers, and became a free agent, he could then be added as a 10/FA (This is henceforth known as “The Hanley Rule”)
As CBS does not have a feature to track this automatically, the commissioner and the ‘Pen will watch for these occurrences. A master list of contracts as they are after the MLB draft will be published on ProBoards for reference.
C. A Denny's League team making a successful waiver claim or add, thus adding a new player to their roster, will be charged a sum of $0.50 per successful claim, payable at the conclusion of the season. If your team finishes “in the money” the total of your transaction account will be deducted from your winnings.
1. Only successful claims and adds will be assessed this charge. Lineup moves, trades, dropping a player, placing a player on or activating him from the DL or minors, will not be charged any fees.
D. If more than one team claims a player, the team with the highest waiver priority will get him.
E. Waiver priority order is initially determined by last year’s standings in reverse order. Once a team successfully claims a player, he is then moved to last in the priority list. This order never resets.
F. Each team is limited to three successful waiver claims/adds per scoring period. If a team successfully claims or adds three players on Monday, they are not allowed to claim another player until the following Monday, when the new scoring period begins.
G. Teams are allowed to add one free agent per scoring period that is currently in the minor leagues or on the MLB Disabled List in real life. This transaction DOES count against the three add limit.
Article 20. Playoff Adds, Drops, Waivers
A. As of 30 minutes prior to the first game of the 23rd week of the MLB season (First day of the first round of the Denny’s League Playoffs) all Denny’s League rosters will be locked out of making any waiver claims/adds/drops.
B. A team may make a waiver claim or add during the Denny’s League Playoffs with the commissioner's consent IF the player being replaced is injured. He does not need to be placed on the MLB DL. However, the replaced player is then inactive for the remainder of the round of the playoffs during which he was replaced.
C. A team may drop a player to the free agent pool during the Denny‘s League Playoffs, with the commissioners consent, only if he is replaced with a player who was previously on the Disabled List of their Denny’s League team, and their MLB team has activated him.
Article 21. Prize Fund
A. All entrance fees (minus $160 statistical site fee) will be put into the prize fund. The remainder shall be divided as follows:
First place....................$230.00
Second place...................$125.00
Third place.....................$90.00
Fourth place....................$65.00
Fifth place.....................$35.00
Highest Score Per Week………….$3.00
B. There will be a transaction fee assessed for claiming a player off of waivers. This fee is $0.50 per successful waiver claim. All proceeds from waiver claims will be added into the prize fund at the following percentages:
1st - 50%
2nd - 35%
3rd - 10%
4th - 5%
C. $55 will be deducted from all prize awards for the next season’s entry fee per the owner’s request. The $55 deduction for the following season is mandatory if the owner has less than 3 years of service time within the Denny's League.
Article 22. League Activity
A. Activity within the Denny’s League will be monitored and enforced.
B. If for a 21 day period, an owner has not made any adjustment to their team (as minor as a lineup change), an email will be sent out. If there is no reply to the warning within 48 hours, it will then be assumed that the offending owner no longer has interest in the team, and a replacement owner will be sought.
C. If a response is made within 48 hours that will be considered a warning.
D. If a team has a second instance of going 14 days with no activity on the league website, there will be no email sent, it will just be assumed that the owner no longer has interest in being a part of the league, and a replacement owner will be sought.
E. If an owner is going out of town, or has another legitimate reason of why they will not be able to tend to their team, a simple email to the Commissioner explaining the circumstance will be just fine, as long as it comes prior to 14 days of non-activity. The Commissioner will then make any lineup adjustments that are necessary until that owner is able to retake control of their team.
Article 23. The Denny’s League Trophy
A. If agreed upon by the league, there will be a trophy of some sort that will be held by the league champion until a new champion is crowned.
